—better known as Frances or "Sissy." I’m a wife, mother, and grandmother with over 20 years of experience fostering children. Over the years, I’ve worn just about every “mom” hat—bio mom, foster mom, surrogate mom, team mom, classroom mom, mentor mom, EMS mom, and God-mom!
Now, I’ve stepped into a new role as a mom’s mom, passionate about helping other foster moms find fulfillment and support in the incredible work they do for the children they welcome into their homes.

When I first became a foster parent, I had one big, audacious goal—I wanted to foster 100 children! I dreamed of opening my home to as many kids as possible, providing them with love, stability, and a safe place to land. Every child who has come through my home has left an imprint on my heart, shaping me just as much as I shaped them.
But as the years went on, I realized something: while my dream of fostering 100 children may not yet be complete, I have the opportunity to impact even more lives—not just through the children I take in, but through the parents who do the same.
Fostering isn’t just about opening your home; it’s about opening your heart, again and again. And while the love we pour into these kids is immeasurable, the challenges can sometimes feel overwhelming. I’ve walked through the exhaustion, the heartbreak, the uncertainty, and the deep desire to do everything right—all while wondering if I was making a real difference.
That’s why I’ve stepped into this new season—not just as a foster mom, but as a foster mom’s-mom. My mission is to mentor and support foster parents through multiple avenues, including sharing my journey in my book, the FosterMomFran weekly encouragement newsletter, personalized mentoring, and speaking engagements. My goal is to help every foster parent find clarity, confidence, and fulfillment in their journey. Because when foster parents are supported, foster kids thrive!

Frances is the reason I became a foster mom! After seeing her and her family love these kids- I wanted to do what she did.
Frances helped me decide what way I would go, and gave me support through all the foster children I had in my home.
My wife and I had debated fostering for years, unsure if we were equipped for the challenges or what kind of people truly succeed in caring for children who have endured such trauma. After speaking with Frances and hearing her candid perspective on fostering and the system, it was a wake-up call. But when we saw how she interacted with her current foster children and heard the powerful stories of the positive impact she had on them—and the impact they had on her—it deeply moved us. Not only does she maintain relationships with the kids, but also with the parents they were reunited with. Listening to her experiences and reflecting on it through prayer helped us make the decision to start our own fostering journey.
Frances is a beautiful, kind, unselfish soul. She takes broken kids into her big heart and gives them a safe place to heal. She tirelessly gives these children every service and aid she can so they have the best advantage at being successful in life. As a mom who adopted one of her foster babies, I can say she didn't only take her foster kids into her big heart, but the bio families and her adoptive families as well. I know she has blessed many lives and will continue to bless those that come within the circle of her arms.
